A multipurpose and now retired licence.

This dedication/declaration was used by copyright holders to place works in the public domain but also could be used by anyone to indicate that a work was already in the public domain.

The former function is now fulfilled by Creative Commons Zero. The latter is now fulfilled by the Public Domain Mark
